Ray Bingham (Chairman)
Director, East Anglian Mortgages Ltd.
Ray worked for the HSBC for a number of years, holding many senior positions including; running a High Street branch, having responsibility for a large portfolio of high value Corporate clients and managing a very busy and highly profitable Commercial branch.
In 2004 Ray decided to set up his own brokerage business in Commercial and Residential Mortgages, this business has grown significantly and now has offices across the region.
In addition to his work with ipsenta, Ray has also been a Director of Suffolk Young Enterprise and Chairman of their judging panel together with a number of other voluntary and fund raising roles.
In addition to being a Director of ipsenta and East Anglian Mortgages Ltd. Ray is also a director of five other companies.
With key skills in the areas of people and money management together with a passion for small business, Ray brings a wealth of experience and knowledge to ipsenta.
Paul Celerier (Deputy Chairman)
David Verney Partnership Consultant, Chartered Accountants and Business Advisors
Paul is a qualified accountant and has been an Equity Partner in accountancy firms David Verney Partnership and Scrutton Bland.
He is now a consultant to the David Verney Partnership.
In a comprehensive career, Paul has been responsible for Client Services, dealing with a wide variety of corporate, unincorporated and new business start up clients. Audit Partner, looking after many companies, charities and public interest groups. Training Partner, dealing with staff training and development, and also providing specialist advice as Partner in charge of the Farming Group.
As well as this wealth of experience Paul sees the provision of advice to small and growing owner-managed businesses as an area of particular focus.
Roger Beaton FCA
Beatons Group, Chartered Accountants and Business Advisors
Roger is Managing Director of the Beatons Group.
Beatons Group are Chartered Accountants, Financial Accounting Outsourcers and Registered Auditors. Roger is the company’s founder (in 1981) and Beatons is now one of the most respected Accountancy firms in the region.
Roger brings to ipsenta many skills including advising on strategic planning, interpreting financial information and profit enhancement.
He is also a Business Adviser for Young Enterprise.
Timothy J. Collins MRICS MSc Development & Planning
Urb.Regen Partner, Bidwells
Tim is a Partner at Bidwells Property Consultants, with responsibility for the Fund Management Teams in Ipswich and Norwich.
He has a multi-disciplinary track record in identifying and delivering strategic property management for a variety of major institutional and private clients. Tim has a wide variety of experience with involvement in both private practice and local government (Tim spent some time with the GLC Land Agency Group in the late eighties)
He has worked all over the country in particular in the North-West of England, the Greater London area and now in East Anglia.
As well as his other responsibilities, for the past 20 years he has been heavily involved with the management of Trinity College’s Trimley Estate in Felixstowe. This includes a highly successful commercial / mixed use estate and the Felixstowe Dock complex.
As well as specific skills in Strategic property/project management and master planning, Tim has a particular interest in development and regeneration.
Peter Howarth
CEO, Society of Procurement Officers
Peter is Managing Director of SBV Ltd. Management and Training Consultants as well as the CEO of the Society of Procurement Officers in Local Government.
Prior to this he spent 18 years working in local government primarily for Suffolk County Council in a variety of senior roles including Director of Strategic Management and County Purchasing Officer and as a Member of the Council Management Team.
His early career was in the automotive and engineering sectors mainly in procurement in various British Leyland companies including Rover - Triumph and Coventry Climax.
Included in his key skills are; strategic thinking, change management, commercial and financial acumen, political awareness and product, service and people development as well as being a leading edge procurement practitioner and e commerce developer.
Andrew Welfare
Lloyds TSB
Andrew is a Senior Manager within the Lloyds TSB banking group.
In a career that has so far spanned 22 years he has held a number of senior positions in the East Anglian region, including Lead Business Manager at two of the main branches in the area and Senior Manager, Commercial at the two main business hubs of Norwich, which Andrew set up, and in his present role at Ipswich.
His key responsibilities include, Commercial lending, business development, man management, customer care and delivering business results.
As well as all this Andrew is also currently studying at Ashridge Business School.

He is a Fellow of the Chartered Institute of Purchasing and Supply, a member of the IOD and a visiting lecturer at Birmingham University Business School.
